Paypal question, safest way to set it up?

I had a Paypal account a couple of years ago and it was locked after someone tried to access it with the wrong password 10 times. It was a major hassle to go through all the steps to reopen it so I just had it blocked from my bank accounts. It is getting to the point where it is almost neccessary to have now, so I figure the easiest way is to just set up a new account. What is the best way to set this up, do I open a new bank account strictly for Paypal so I can withdraw the funds immediately? What about credit cards, what keeps them from automatically charging to a credit card such as in the case of chargebacks or held payments due to a dispute? Currently I buy 99% of the time but who knows, I may get into selling more in the future. Any advice or a safe way to set it up is appreciated. Thanks.

it if you usually keep a balance in your paypal account. Paypal's debit card is also nice, a quick way to get money out as
transfering it to a checking account takes 3 days. If I see a potential problem with a phony chargeback, I have the option of
draining my paypal account quickly so those funds aren't tied up. It takes sometimes a week or more to sort through a
chargeback. Of course you would have to buld back up your user rating, but as a buyer most of the time that really isn't an
issue.

Never heard of it, how does it work (does it have an account number I can use for registration), where do I get it?

Never knew you could do that. I never even thought of it.
Also curious where I read about sellers should only mail to confirmed address's, with DC and that recently paypal removed that requirement of buyers not needing a confirmed address?
