Question about free shipping

Today I bought some cards on eBay, title was:
2007-08 Upper Deck Al Horford RC LOT ( 8 ) Free Ship
What does this mean?
(1) free shipping
(2) might be free shipping, but depends on fine print below
I thought the answer was (1), but I guess I was wrong. Does this happen often?

"Shipping and Handling is FREE for THIS item if your grand total is over $5 for everything won combined. If it is not then shipping is $1.50. You can combine for a week to get over this total."
Sounds like a pretty good deal compared to all the PWEs I've been getting lately after paying $3.50 for Shipping/Handling.
Edited to add Link to auction
Actually the way it is set up if he tried to charge you shipping you could fight it. It says in the bottom where shipping and handling is the shipping is free. Therefore the terms are not laid out correctly.
If he had the shipping there as 1.50 and said that if the item reaches 5.00 then shipping is free he would be OK, but it is still doubtful Ebay would do anything.
BUT, the listing would be removed if it was reported.
The seller is manipulating Best-Match by checking the "FREE S+H" box in the SYIF.
"FREE" must be "FREE," without limitations, conditions, or restrictions.
If I was the buyer, I would just buy enough stuff to get the "FREE" shipping and be happy.

Take a walk on the wild side.
<< <i>Thanks for clarifying this. Being fairly new to eBay, I guess I didn't read the whole item description carefully. I suppose that a seller could list the following conditions, and then there would be a problem.

I would not see that as a problem, I just would not bid. More so, it is a great example on why one should read all contracts they sign, which is what you are doing with an ebay bid, signing a contract. It is those who do not list shipping and handing price I have a more problem with.
Raw: Tony Gonzalez (low #'d cards, and especially 1/1's) and Steve Young.

In a few weeks, sellers will be required to list at least one basic S+H fee in the SYIF.
This change is NOT about protecting consumers; despite EBAY's claims.
The blank S+H box in the SYIF is being interpreted by Best-Match as "$0" and the
search is being thereby gamed. The new change will solve the problem in a way
that does not require any modification to Best-Match.

Bad idea. Always do so before bidding on anything.
