I offered him $150 when this was listed for $600.... a fair price for a raw 62 clemente..

he countered me at 600.. and said this was a great card blah blah
so he has come down to $449 and I figured.. maybe he realizes he wildly over shot
and might want to reconsider... I am blocked.. hahaha 1st time ever

There is a reason is isn't graded , the guy want's above grade price for a raw card . . . he's smokin crack rocks

I almost always block folks who make unsolicited lowball-offers.
(I state on all ME-Pages and in many listings that I don't want
any offers, that I am doing retail-business, and that I often raise/lower
prices during the course of all listings. Folks who pester me with junk
offers, usually only get to do it once.)
On the rare times I use OBO, I set auto-decline below my acceptable
price.
In general, EBAY sellers are in a foul mood these days. The ones
with plenty of money could not care less if they sell anything or not,
UNLESS they get their price.

Storm, I couldn't have said it better. Agreed.
One exception would be the approach used in the low ball offer. If the person offering 1/4 of my BIN price does it in a reasonable, friendly way, I would cordially decline it or counter offer. If they offer it in a way that I feel is very rude or insulting, I would block them too. It's all in the approach to me.
