I think it depends on the buyer. If it's a new eBayer, we usually wait the 7 days and then file.
If it's a veteran, then we try to send a reminder email saying something like "Hi, your excellent feedback rating tells us that you might have overlooked paying for this item that you won from us on ....".
Some sellers are worried that if they file a complaint too early, that the buyer will get ticked and send them a negative.
You can eliminate this hassle by using the Require Immediate (PayPal) Payment option.
This is a veteran ebayer. It's been 10 days now. I shot them a message yesterday. Still no response. They bought something from someone else after me and have apparently already paid that person. I get the feeling that they don't want the item now, but they won't respond.
I typically wait 14 days, sometimes longer to file depending on the bidder or past deals with them. That might be too long to wait in this new ebay era. I've had more deadbeats on 1980's cards then any other decade.
In your case, if a buyer is paying for other stuff first, that they won after your deal, I would file it asap to get their attention.
I have one that is on day 13 and buyer has over 2200 positives and 100% feedback. Already sent the friendly email with no response. Sent payment reminder Saturday and still no payment or response.

Treat it like a business. Don't try to make everyone your friend if you do it will cost you more in the long run.

Before the "changes," I always waited about a month to file an NPB. Now,
I would file after about 10-days.
NPB counts are WAY up on EBAY.
Summer is always a fun time for NPBs. I have had some go on vacation and
forget to pay. They usually pay and apologize when they return.
