paypal complaints...some old story

sorry to bring up what has been discussed before...have any of you had success with paypal and getting money back:

After careful review, we have concluded our investigation of the Buyer
Complaint described below.

We have decided in your favor, however, we were unable to recover any funds
from the seller's account. As stated in the PayPal User Agreement, recovery
of funds associated with a Buyer Complaint cannot be guaranteed.

Thanks,

David (LD_Ferg)

  • I have never not gotten my money back. How much are we talking? If it was less than the amount protected by Paypal give them a call they will send that message out to get you to give up, but they will eat the money usually if you complain pointing out their own gurantee.

I had one buyer that would not send my card, so I called paypal and was issued a refund within 2 to 3 days.

I have had good luck with Paypal as a buyer and as a seller.

I purchased a set of $800 wheels for my road bicycle a few years ago that were advertised as brand new in the box. When I received them I put them on my bike and took a ride and noticed the wheels had a bad vibration. After calling the manuf. and being told the wheels should be exchanged while under warranty, I tried to contact the seller with no luck many times over a 3 week period. To make a long story short, I received a full refund, but I had to pay for shipping back to the seller. The seller even tried to file a dispute that I was trying to keep an unpaid item, but I proved I resent the items back.

As a seller, I mistakenly sent a package to the buyers billing address, but they wanted it to the ship to address. I offered to reroute the package and the customer decided to do it on their end. The customer said they reshipped the package to the ship to address, which was 5 miles away, but they claimed it got lost in the mail and couldn't provide proof to me. They filed a dispute with Paypal saying the package never showed up to the customer. Paypal sided with me and ate the loss since I met the Paypal sellers policy by shipping to the confirmed address. I say Paypal ate the loss because the customer's credit card company sided with them and received a refund with Paypal. but Paypal took care of me as a seller.

That is the 2 disputes I have had using Paypal going back to 2003.

Had one issue, lot of cards were creased from a seller. I scanned them and had a letter from a retail dealer explaining the condition of the cards. They sided with me and I had proof they were shipped back

MAY have another issue. Picked up a 30 creased card from a Canada seller. Well, for dlv conf to canada it was 15 bucks and the seller said to send it regular mail??? So like an idiot I did. Of course the seller never received it back and now I have no proof. So I shall 'neg victoriously'
  • I had one issue where I did not get my money back. Since then, I pay wityh a credit card through Paypal and then just pay the credit card bill off after I buy the item. It gives me double protection in case Paypal can't recover the funds.

Originally described as a "glitch" that email now appears to be SOP.

BUT, you will get your money back, IF the transaction was covered
under Buyer Protection. PayPal is now giving sellers a few days to
make voluntary refunds; when/if that fails, PP will refund and send
    the seller's account to collections.

There are dozens of threads on the issue at the PayPal boards.

Since 2003 I have filed 7 disputes, 6 for non delevery of items. The only item I filed a snad dispute on was against BBCkid for the bunk Pete Roseauto set fiasco. I lost that one, he told me to return the item unopened and the set was not a sealed set in the first place but they sided with him I guess since he is a big shot. image

PayPal does NOT care who is a "big shot."

Buyers/Sellers who can best explain their position inside of
a claim will win 99.99% of the time. A winning claim will ALWAYS
tie policy to circumstance in language that a shoebox full of
rocks can understand; claimants who cannot do that should
solicit help before submitting their positions.

Courtesy refunds are routinely issued inside of "the appeals process."

Complaints to the BBB also yield a VERY high rate of post-decision refunds.

    +1

I always use my cc now. Once paypal didn't pay me back stating same as first message in this thread. If you use CC you can go through your CC to get your money back, and it ends up costing paypal.

Again, refunds to buyers - within the limits of coverage - are NOT contingent on
PP recovering funds from the seller.

    The current notification-email and earlier versions of the same are misleading;
perhaps intentionally so. MANY buyers simply give up and go away; many are
refunded anyway, and many never follow-up to assure they are refunded.

  • Its similar to what Ebay is doing to sellers by making them too afraid to file UPIs. They know with that message many people will give up and not question it end result is more money in their pockets. Right now many sellers are too scared to file UPIs on deadbeats for fear of getting neg so that results in more money in Ebays pockets. If more sellers would file these deadbeats would be kicked off and the negs would be removed.

No reason to fight with paypal or play their games if you simply file through your cc.
I will file once through paypal, then, if they do refund within the time frame alloted, I will go through cc.
No more problems. I suggest everyone use their cc through paypal. I also get 1% back with
all purchases using my Costco AMEX. I got over $500 back on my Costco amex last year.

  • Going straight to you CC company without following Paypal's guidelines is a fast way to get your Paypal account suspended.

That's why i suggest going through paypal first. Besides paypal usually will reimburse you within 10 days, where the cc takes longer.
I suggest everyone use their CC, and file through CC IF paypal doesn't reimburse. I have only had to use my cc once, but it saved me
    a couple hundred bucks.

the amount is roughly $160. i received the item. returned it to the seller as he agreed to a full refund. after i returned it, the seller stopped email contact and then i went to paypal. he never responded to the paypal dispute and paypal eventually sided with me with the reply mentioned above.

what is the safest way to buy?

    Thanks,

  • Force the issue...call them...nag them...make them honor their 'guarantee'.

Spend a few hours to get that $160 from them - not bad $$$ per hour.

It's a shame a company that big (and profitable) chooses to be this crooked.

I seriously doubt Paypal cares about a BBB complaint, and I'm also sure they've had (and ignored) thousands of them over the years.

Everyone in business pretty much knows the BBB is a joke - nothing but a local franchise selling memberships, with zero power to do anything.

David, that is a great question. I recently withdrew all the money from my Paypal account and have started paying by check. However, If I ever buy anything over a certain amount, say $100, I'm going to use a credit card through Paypal. This seems to me to be the safest route for average buyers.

PP almost never responds directly to a BBB filing.

However, they are NOW routinely giving refunds to buyers/sellers who file a BBB complaint.
PayPal requests that upon receiving the refunds, the customers contact the BBB and enter
information indicating that the complaint was "satisfactorily resolved."
