Honest seller?

I won and paid for a card 6/16/08. I emailed the seller a couple of times and asked him if the card had been shipped. No response. The guy has gotten a few negs this week for non-shipment. So, I opened a Pay Pal dispute and I got this message from him this evening.

    open up the paypal dispute now.

    Don't close the dispute until you get the card or the money.

    Mr. Toomuchinformation is probably telling the truth, but it's
    best to keep PayPal in the mix.
