In most manufacturing, there are runs that are determined to be "production seconds."
Quality-control commands this practice.
Is there now or has there ever been - in the card manufacturing business - a known
practice that some of the production is rated as "seconds," and sold to retailers as
"seconds?"
Are there known markings on the cases/boxes that indicate the contents are "seconds?"

Many were repacks, meaning boxes from many cases were used to make up a case.
In some cases packs were moved around too.
Some were full cases never opened, opened and each box given the X
