Anyone know how a paypal refund works??
As I mentioned in the Heritage thread, it's beginning to look like the case I ordered is not going to be delivered. The seller I bought
from has basically disappeared, hasn't listed any new items, and been flooded with negatives the last week for not delivering product,
and won't answer any messages I've personally sent to him.
So I wondered how paypal works?? If I open a dispute and then escalate to a claim, I assume I'll win if I don't receive product.
But how long does that process take?? Where does the refund money come from if the seller doesn't have it in the account?? Surely
paypal doesn't fork over the dough.
In all my years on eBay, I've avoided any problems before, so this is all new to me. I paid for the item through paypal with a credit
card, is it any quicker to contact my credit card company?? How do they assume I never received anything, and how long does that process
take??

Just had two refunds - both went into my account as a credit.
I had one dispute - I think it's now 45 days that you have to enter a claim. And - again - I would guess you'll have a credit in your account to use for future purchase.
I actually called them on the dispute and they handled it with no problem - now the seller was really pissed off when he saw the money being taken away!

If paypal fails, open up a dispute with your credit card company. They will ultimately come back after paypal.
However, since you paid using a CC I would go that route.
Pre orders stink and this is one reason why.

Mike-I'm sure the seller was upset as his money was taken away. I was curious as to where the money comes from if the seller has cleaned out his paypal account and DOESN'T have the money in there to refund???
I'm on a tight deadline here. I paid Jan. 18th, meaning 45 days is March 3rd. Heritage doesn't release until February 27th, so I really don't want don't when to file the dispute. If I don't get the cards by March 1rst or 2nd???
I tried to just open a dispute, but at the end my only option was open a claim. I must've missed something. I want to open a dispute to give myself another 20 days to escalate to a claim. Perhaps I'll just call them myself.

If the 27th is past the 30 day window you may be able to claim now regardless if the product is not released yet.

I'm in the same boat with the same seller. I bought on the 6th of jan. I filed a claim with two days left. Thus continuing my pay pal protection. This action I believe gives me an additional twenty days to settle the dispute with the seller, which should allow for the release date to arrive then about nine days to get product. If I still don't receive the case I will escalate before that twenty day period ends. This is where pay pal gets involved and we are covered and get the refund. I don't know where the cash comes from but we should get it. I hope I'm correct on this, as he has not responded to me on two emails either.
As for the Paypal guarantee did it state 200.00 in protection or 2000.00?
That depends on the sellers feedback/that is where the dough could come from if the
seller has no money in his account. he then will have a negative balance.
Also, Ebay requires all pre sales to be completed within 30 days.

I see they have updated it a little and no longer ban it totally, BUT the item must be delivered within 20 days.Text
