Will this 33 Ruth get the 1/2 point bump to 1.5?

Do y'all think this 1933 Goudey Ruth would get the 1/2 point bump to 1.5, and then the followup question, do y'all think its worth the resubmission fee if it would?

W/o that staining I'd say yes. However, sadly it does have that (in a very focal point) too I may add. Nice card though.
