I pulled this out of a "junk" roll of halves that I had laying around for a couple of years and kind of forgot I had. Any ideas - post mint, whatever...

It sure looks like a planchet lamination, present on the blank planchet before striking.

Lamination flaw on obv...
Most coin values decrease due to this. Particulary on key-dated pieces, or classic coins.

Technically speaking, it is not a lamination. It is a delamination flaw.
