What's the deal with this eBay auction?

These sell for like $9 on Steve Hart's site, and even lower (typically) on eBay. The bid is up to $15.50, and there's like 8 bids on this specific pack.

Is this because '82 Topps had a packing order or something, and certain people know what's in it?

...or is it just because they don't know what they're doing...

    Good marketing strategy.
    Mention Ripken enough and show a small scan of a triple rookie card thats the same color and BINGO!
