BBC pricing?

I was looking at 1978 Topps wax. It seems that it costs $17 for one wax pack but $100 for a wax tray. Why the premium for the tray? It's just three wax packs, right?

Pre-1979 wax trays are also scarce and very collectable in their own right.

Collecting 1970s Topps baseball wax, rack and cello packs, as well as PCGS graded Half Cents, Large Cents, Two Cent pieces and Three Cent Silver pieces.
