When does a card get a PD qualifier

I would think this card would be a good candidate but it gets the straight nine.

1966 Gibson PSA 9

I say BOO but the dealer is a good guy.
Currently completing the following registry sets: Cardinal HOF's, 1961 Pittsburgh Pirates Team, 1972 Pittsburgh Pirates Team, 1980 Pittsburgh Pirates Team, Bill Mazeroski Master & Basic Sets, Roberto Clemente Master & Basic Sets, Willie Stargell Master & Basic Sets and Terry Bradshaw Basic Set

    Funny thing is, if I was thumbing through my possible submission pile and came across that card, I'd pass on sending it in because of the PD potential. You just never know.

    It's fine to me as an 8 but no way a nine.

  • It get's a pd when your not a big dealer, just a small time guy who sends in the occasional 4-5 cards that doesn't spend thousands of dollars a month image ..
