Epilogue - What if you pay by CC but NOT thru Paypal (Beware of eBay id - steeltownsales)

I recently won a UD 2006-2007 SP Box on eBay recently from a new seller (0 feedback). He explicitly said that eBay forces him to have Paypal listed when setting up a new account, but that he doesn't take Paypal. He sent me an invoice via Google Checkout. If I pay via credit card, am I protected?

The seller will be NARUd.
NOBODY likes the rules, but most folks abide by them.
Sellers who try to shaft EBAY will also shaft their buyers.
GOOGLE Check-Out is a prohibited payment method.
New sellers are required to accept PayPal so that they
DO NOT scam buyers.
The subject seller is going to be NARUd, as soon as EBAY
catches him.
NEVER deal with a seller who proposes that you violate
the rules.

EBAY is not preventing anybody from choosing which
online payment method to accept. EBAY is only saying
that sellers on EBAY cannot advertise that they accept
GCO.
The internet has lots of sales venues. Most of those
permit GCO to be offered. EBAY does not. The is no
actionable issue against EBAY is this matter.
The problems with the OP's seller is that he lies in
his listings about the payment method he accepts.
He claims to accept PP, but does not.
ALL new sellers are now required to accept PP, or have
their OWN merchant account (other than GCO).
That is the way it should be; it is at least harder for the
scamsters to shaft buyers if PP is in the mix.
COSTCO now only accepts AMEX. They used to only accept
Discover. That is not restraint of trade, and neither is EBAY's
prohibition against GCO.
While I like GCO - because it is free for all of 2007 - it does
not always work as well as PP does. GCO currently has
less than 1% of the online-clearing biznez. IF they were
to start an online-sales venue - unlikely - they would also
probably exclude PP from their site.
I wish EBAY accepted GCO, but they don't. Their site, their
lawful rules. I want to do biz with people who obey the rules;
it gives me more confidence that they will deal fairly with me.

The listing displayed the PP-logo; lingo stating "no PayPal" is a violation
of both EBAY/PP TOS.
Because the seller is "new," he MUST take PP. His lingo to the contrary
in the listing only means that he thinks he can fool EBAY.
FUN FACT.................
Sellers who are not obligated to operate under the "new" rules (forced
to accept PayPal), are not prohibited by EBAY's written TOS from offering
GCO, AFTER the auction/BIN is ended.
THOUSANDS of EBAY sellers are simply inserting GCO as a payment
option in the invoices that are issued AFTER the sale. These invoices
CANNOT be sent through EBAY checkout; they must be generated by
the seller or the seller's auction-management software provider.
The EBAY TOS does not specifically prohibit this practice. However,
some sellers have been busted when their buyer ratted them out,
and EBAY has asked the sellers "not to do it again." As far as I know,
no seller has been NARUd for the practice.
Additionally, MANY sellers offer to accept cash payments via this method.
Unless/until EBAY modifies the prohibition language in their TOS, this
practice will continue. (It is an easy fix, but as of ten-minutes ago, EBAY
has not accomplished it.)

Well, after this scumbag seller received some positive feedback, against my better judgement I decided to go ahead and pay for the auction via Google Checkout.
Soon after, I saw the negatives come in for this guy.
And I received nothing.
A litany of excuses followed (package must have been lost, surgery, etc etc, did not respond to my tracking number inquiry since he apparently sent it UPS ground)
Right around the month point, I got tired of his excuses and went ahead and filed a complaint with my credit card company, and they promptly refunded me.
A few days ago, he sent me an empty box. I didn't need to bother opening it to know there was not a box of hockey cards inside.
I have a thirst for blood now - how do I file a complaint other than thru eBay which will likely do nothing (the box he sent me is still unopened) I want to see him fry even though I have my money back and not by leaving negative feedback which I haven't done yet. I want to get him NARUed. He keeps selling items though.
