So he has one neg?? Big deal, every seller runs into idiots from time to time... Only thing I see wrong with the listing is the KWS, besides that I see nothing that could get the listing pulled. That is not a red flag IMHO.
If you notice his one neg states he took 2 weeks to ship the items OK, Items sold on the 7th feedback was given on the 21st. My calculations show that to be 14 days. The auction ended after 3pm so that most likely killed one day then you have 2 Saturdays and Sundays in there. Seems to me his neg is from an impatient buyer.
I was referring to these items being describing as PSA-10 graded. He has "PSA-10" in the listing but is that what he is selling? You can't see the serial # or grade from the photo and the description does not mention PSA-10 either.
I'll may email the seller and ask.
Is it against Ebay rules to SPAM the term PSA or other misused terms?

Keyword Spamming is one of the biggest reasons I would like to have a blocked seller list so their spam does not show up in my searches. There are those who chronically list items in the wrong category intentionally. I do not bother reporting even the most flagrant offenders any longer since eBay does nothing about it. I just make sure I do not give such sellers any business when I am in the market for their wares.
