I hate seeing PSA slabbed "1/1" cards

I first noticed one of these with a 1982 Fleer Cal Ripken, Jr., signed rookie card that was hand numbered 1/1. The card was in a PSA slab. Granted, the slab was verifying the autograph and not that the card was a 1/1. Maybe I've just missed it, but I'm noticing more and more cards that are slabbed with the written 1/1. Just for the sake of making sure, is it possible that these people are taking the card from the slab, writing 1/1 and then resealing?
