What happened to this Canadian 50 center?

I got this one yesterday. The coin has a line of holes across the hair that appear to be part of a lamination of the metal. The line extends to the rim on both sides of the holes, but the metal in the holes has not fallen out yet. I'd call it a lamination error, but can't explain why the line of removed metal is in the shape of a chain...it could be a strike through, but then why would there be metal in the holes making up the rest of the line? Any ideas on this?

    I'll guess that a piece of scrap was rolled into the strip prior to punching out the blank and part of it fell out before striking.

    It looks like a strike through to me. Your last pic shows a tiny bit of the scrap that hasn't fallen out yet.image
