Assuming the off-center effect is an optical/photographic illusion, I'd guess MS65 also. A little too much chatter in front of the good monarch's forehead for 66 methinks....

Coin is centered properly (shots taken at a slight angle to capture lustre). The obverse denticles are not as fully struck at lower left as they are upper right.
Big carbon spot in prime focal area, otherwise looks like a superb gem (67 in my book). I'm gonna hafta guesstimate problem knocks it out of gem (65 in my book) too so MS64 sorry.
