The No Purchase Necessary, or NPN, process has a lot of supporters. Some people do it religiously, but most people just take a shot and see what happens. There are a couple websites that keep track of all NPN offers so you can send in for everything. I've done it and had a little luck but not much, and none at all in the last year or two. I had my best luck with 2002 Bowman Draft, where I sent in I think 16 entries (the limit was 4 entries per address and I used 4 addresses, which I think lead to the current usual limit of 1 per) and got back 2 Futures Game jersey cards. I've gotten a couple autographs, too, but one was all mashed up and none were notable. Some people have gotten some really nice stuff.
You can be sure there is enforcement of the 1-per-household rule, at least with Topps. And I think it's also enforced per product, not even per send-in address. For instance, if there is a product released as a HTA, hobby, retail, and blaster box retail, Topps will have different mail-in addresses for each type of pack, a different PO box. But since I've sent in the maximum entries from my household, I think they view that as a violation of the rules. An entry from my address to each of the four mail-in addresses = 3 more than allowed.
