These adjustment marks(?) are sometimes the CoA of a proof issue, I'm serious, this really happened with a very rare proof Greek 1873 2 drs, nobody believed it was a proof except for me and the buyer of that coin when it was auctioned. I did not bid on it, but I even reassured the buyer and friend of mine to go ahead with the purchase, due to some similar vertical parallel marks on the reverse of the coin. NGC proved him right, he now owns a RRR coin that he bought for MS value.
Syacusian and aethelred are correct. Here is NEN description:

Awesome platinum proof. The price will prove no barrier whatsoever to collectors of these pieces; I'd give it a couple days to sell.

I don't know much about the platinum proofs and if that one is "a true rarity" because of the particular issue, but there were over a dozen of the proof Russian platinum pieces on the floor at CICF last year.
That die polish was the first thing that caught my eye. This is a gorgeous coin. You have to love cameo early 19th century proofs. I mean it. You have to. Don't even try to argue...

Looks like die polish to me, but it is hard to tell from a photo.
