    These adjustment marks(?) are sometimes the CoA of a proof issue, I'm serious, this really happened with a very rare proof Greek 1873 2 drs, nobody believed it was a proof except for me and the buyer of that coin when it was auctioned. I did not bid on it, but I even reassured the buyer and friend of mine to go ahead with the purchase,due to some similar vertical parallel marks on the reverse of the coin. NGC proved him right, he now owns a RRR coin that he bought for MS value.

    Looks like die polish to me, but it is hard to tell from a photo.

    I don't know much about the platinum proofs and if that one is "a true rarity" because of the particular issue, but there were over a dozen of the proof Russian platinum pieces on the floor at CICF last year.
