or.... maybe it's trying to imitate those 16th century coins with henri III and henri IV's bust. those busts had laurel wreaths, high collars.
so my vote: the work of a 16th century french coin vandal!

Hmm, interesting ideas. It just looked a lot like the engraving seen on U.S. Colonial silver and some British stuff from the same era.

That was the first coin to be rejected by the first slabbing service "YACKS" (Ye Auld Coin Knowledge Service) back in 1702 for "tooling."
