He's trying to find someone to buy from him at a profit. If it hasn't reached the total he wants shortly before the auction close, he'll cancel the auction.
This is the kind of seller I'd like to see have a power failure 10 minutes before the auction closing time.
It doesn't seem impossible that it's legit. The seller recently bought a PSA 9 Jordan rookie and got good feedback from the seller. He's also put a strong big on a PSA 10 Jordan rookie. He seems to be a somewhat serious Jordan collector, so it's not impossible he's collected Gretzky, too.
When I first saw that auction, my knee-jerk reaction also was that it was a scam. I then figured that the guy probably does have the card, but I just can't bring myself to bid on auctions with those kind of descriptions. Scam probably isn't accurate, but total loser might just be fitting.

If I was shopping for cards of this value, I would feel more confident if the seller sounded a little more, well, mature. And less desperate.
