Could be a homemade job with 1981 Topps Football cards in the 1979 wrappers.
It's a 1980 grocery rack in 79 wrappers.

The packaging is homemade...I like it but without the logos as a collector.

Only the wrappers are from 1979. The cards are from 1980. This was a known issue for that year.
