    Isn't bad to open specially the congratulations set, since it can no longer be attributed to the congratulations series? Hope you didn't screw yourself Mr flipper.

    Uhhh the mint doesn't send 99 set orders in individual packaging, and bulk sales have proceeded just fine, but thank you for your concern.

    PCGS historically will not attribute as Congratulations set if you don't send in mint sealed. Doesn't matter to me. Good luck.
