I've seen both those years with those rookies showing on top, but there'snot many. I have an Eckersley on back and seen plenty of others also.
In the 70s and early 80s, anyone is possible on top of a rack. In 1984 and beyond, the glossy All Star cards covered the top card in one cell, which made it much harder to find certain cards, but not impossible. Because there's anomalies on all the late 80s racks where the glossy AS card is missing, on the back or in the middle... which does make it possible.

Continuing on the topic of racks, here’s another question.. I wonder if anyone reading this has seen a single 1970 topps football rack pack that was legitimately for sale (or heck, even displayed, so long as it it’s not your own or a friend/family members) in the past 12-15 years?
I sold one on this forum about that many years ago and while I could very well have missed another sale, I don’t recall anything else.
Why such scarcity? Especially with how many 1970 baseball racks we see, but also earlier football years ... always springing up from time to time. Was it simply Production? Demand in 1970? I’d love to know the answer to this.
Either way, my presumption is that this year/sport is the most scarce of all 1970-1989 racks, for Topps Baseball/Football anyway. I'm curious if anything disagrees with this.

As Brad stated, any card can appear on top of a 1970s rack pack, typically in certain cells following the advent of the all series format in 1974, though there are anomalies to standard collation for all years throughout the 1970s, too.
Speaking of 1970 Munson racks, there was a bad one sold on ebay not long ago.
Collecting 1970s Topps baseball wax, rack and cello packs, as well as PCGS graded Half Cents, Large Cents, Two Cent pieces and Three Cent Silver pieces.
