Indians neck. Looks to me like bottom of eagles neck feathers and right wing.

Not common but not rare either. Because the recessed areas of the coin mean raised areas on the dies, the clash marks when they do happen tend to be quite spectacular.
I agree - not as common as for contemporary series, but I have seen plenty enough to know they are not at all rare for the sunken-relief series.
