I was fooling around with my nuclear art app one day and "voilà," (That's French)
HOW could this have happened, is my question ?
Feel free to cut and paste carefully. 28 years prior to each other, as far as I know at this time.
Look at very aspect of all photos. 1 photo that can support this claim will not be posted until if needed.
If It does fit ?
You must admit, without throwing me under the bus. Keep in mind there's more.......

    I agree, although.....
    The color (1969) even helps the clarity of...possible.
    The paws.
    The bears stance.
    The floating ice blocks.
    The bear's ruffled fur.
    .
    And then there's that one thing that has not been addressed pertaining to their reverse when the bear is fitted properly with each others image.

    While researching, I coincidentally found the following article and photo description.

    Subsequent to early reports that the inner core of the $2 coin became dislodged from the outer ring, the Royal Canadian Mint has conducted a full review of the production and quality control processes for the $2 coin.
    The Mint has confirmed that the processes are sound and that there is no evidence to indicate that the $2 coin's structure fails under normal conditions of use. At the time, the Mint reminded Canadians that the tampering with the coin is a federal offense and punishable under the law.

      The German Planchet Variety
      In 1996, the Deutsche Nickel in Germany produced 10 million preassembled planchets for the Royal Canadian Mint to be able to produce the first 60 million 2-dollars coins.
      **The Royal Canadian Mint **pieces appear to be very finely "oiled." Simply put, the German Type Planchet does not have anywhere near the "shine" to those by the Royal Canadian Mint does. They appear "Dry" as they do not appear to be finely "oiled".

    This may be premature because I'm not convinced yet, looking at the obverse's strike. Although... It is a double W in WE. Just remember I'm spit balling here.
