How does PSA determine whether they will grade a card or not?

I submitted a full set of 1954 Spic and Span cards for grading. I provided them with the checklist straight from the SCD and I found out today they are being returned "NO SPEC INFO, NO GRADE, NO CHARGE". Was there something else I could have provided to them? I submitted them at an in person event and the PSA staff I spoke to said they should grade them with this support. I was under the impression that the big SCDS was the bible, but obviously it was not in my case. For those unfamiliar with the set, here is an example.

    Good luck.

    PSA does what they want.

    I once was fighting to get a variation added to a set. Tom Bartsch from SCD even intervened and emailed them in my support.

    Item was added and then a year or so later was removed from the Master set.

    Somewhere on the site they say they need 2 or 3 sources. Maybe you could look for advertising that shows the card offer or something like that.

    Get back to me when you've spent YEARS trying to get them to do their jobs.

    Again, good luck with your efforts on the Spick and Span issue! They look like cool cards.

    If you search 1954 spic and span, the cards look completely different than your card.

    PSA has a 54-56 spic and span set in the pop report.

    The only reference I see labels these as 1956. Does SCD show picture of the cards?

    That is exactly what I gave them , only from the 2014 edition. Up until last year I had only found 3 example from this set in my nearly 30 years of collecting. Last year I picked up the full set at a flea market and there were no "unknown" cards in the group.

    Update: It looks like they're going to grade them after all after I emailed customer service and provided them with the SCD references. My sub moved back from Completing to QA Checks and they no longer show up as N9s
