Severely undergraded note {PMG Choice Very Fine 35} or a typographical error?

I dabble a little in U.S. Paper Currency and was going over some of my collection and rediscovered a, in my opinion, severely undergraded note. What should I do about it?

The reason I say that it severely undergraded is that a note meriting a 35 would have all sorts of circulation issues with "four to seven light folds." There are no surface imperfections that I can see in hand. Or would you consider this a typographical error?

I see some signs of handling in the top margin, but you're right, I don't see enough there to warrant a VF 35 either. The only way to be sure is you would need to view it outside the holder with proper lighting. On the surface, from what we can see in the picture, this one appears to be a candidate to petition the grade.
