It is definitely professionally made (not "home made").
The text is laid out too perfectly (and on a smooth arc) to have been punched one letter at a time.
So somebody had a single punch made specifically for that person's name.
This bar is likely very rare. It would be worth a significant premium if it was associated with a mine, refiner, assayer, or finance/banking in some way. But the premium is limited because "Arthur J. Areias" is none of those things (as far as i can tell). If you can find out who that is (or was), it would certainly add value if they were associated with the activities I mentioned already.
Thank you! I will try doing some more research to find out who this person is.
It is one Troy ounce-31.1g.

That’s a good question lol. I tried googling that name but didn’t find anything in terms of bullion. Maybe this is a random dude who really did have a stamp made for himself? Maybe in case it got stolen?

That definitely looks like the same Eagle stamp. I'm guessing you have a match but who is Arthur?

I don't know anything about the bar, but it certainly has a great look to it, let us know what you find out.

Tried a google image search and the only similar one I saw was a 3oz bar that looked like this:
