2025 Topps Heritage Question

Regarding the 2025 Topps Heritage Clubhouse Collection autographs:
I've noticed that the Clubhouse Collection autographs are hand-numbered to 25. There are also cards hand-numbered 1/1; but I can't find any difference between the 1/1's and the #/25's, and I don't see any cards numbered 1/25.
I know the cards have just recently come out, but my question is.....
Are the 1/1's a gimmick, in that the cards are all limited to 25, but the #1's are all numbered 1/1, and the cards #d to 25 are the ones numbered 2/25, 3/25, 4/25 and so on; meaning there are no cards numbered 1/25?
