How to request Holder Labels not seen as "Active"

I recently acquired this '71 "Ike" as my flagship coin for what a plan to be a new set and wondering if it's possible for PCGS to offer the same label even thought it's not indicated as an "active" choice?
Anyone else have experience trying my idea?
