Misaligned anvil die?

Is it possible that the anvil die is misaligned, like it seems to be the case of this coin?
Because , from what I know, the hammer die makes the obverse and the obverse of this coin is the eagle.

    It is possible for the anvil die to be misaligned.
    Although rare, I have seen coins where both sides were out of alignment.
