$100 Note Wet Ink Error? Any added Value?

I found this on a $100 Bill I got from the bank. Is it an error? Is there any added value? Any help appreciated.

    Looks more like damage to me, something has been spilled on the bill.
    If it was an error, the reen serial number which is printed on a different machine
    would not be washed out also.

    Like @Greenstang mentions, it looks like solvent played a role in the trauma. Determining whether it happened at the BEP or afterwards would be the challenge. Have you smelled the area ?
