Does encapsulation mean crossover success

I am trying to cross a NGC peace dollar to a PCGS holder. Does encapsulation mean crossed successfully or not necessarily?

    I think it might depend on how you filled out your submission form.
    If you checked "cross at same grade or higher"
    If you checked "cross at any grade"
    Either way I would guess they are putting it in a holder.
    Check your form and post how you submitted it and someone will be along to give you the correct answer.

    Thanks I did 64 minimum grade or higher
