No, those are pillars. Milled is up to 1821.
Is there any difference in the way they were made from 1732 up to 1771 or was it all the same method?

Technically, milled means machine made (vs hand struck) so any coin made by Mexico City Mint in 1732 and later is a milled coin. In Spanish colonial series its milled pillars and milled busts/portraits.
