Found this coin in huge batch of foreign. Has some bin marks, but sure because of it's mirror finish ,is a proof. Photo is not so great. That likely is for piefort mintage and NOT regular proof which is listed at mintage 24,000.

You can google it up...Which is what I did. I also have a complete set of France proof/specimen sets 1964-2001.
