    It looks like a German medal not a coin honoring a postal official.

    Medal honoring the 100th birthday of Heinrich von Stephan, who was responsible for reorganizing the German postal service. It appears to be a copy of an original medal and there seems to be a punch mark indicating the purity of the metal, if it is silver. I can't tell if it is signed.

    Ah, I researched further. It is a copy of a Karl Goetz medal. I am not proficient in linking sites, but there is an image from Heritage Auctions you can find.

    Does look like it's marked as a copy at the bottom of the second image, so I think @harasha got it right
