  Sorry but it's damage, not an error. Looks like somebody used as a spacer when tightening a lock nut or lock washer

  Coin has been damaged after it left the mint, not an error.

  An example of a lock washer that @Oldhoopster mentioned and there are many different types/designs but this washer more closely relates to the damage on the cent.
