    Perhaps obverse sanded down.

    It's a "Parking lot" coin. Been run over a few (many?) times, leaving the gouges, scratches, and damage. It absolutely is PMD

    Try to use your enthusiasm on vintage coins, looking for errors. If need be, roll hunting can be fun and rewarding. Understanding obvious pmd allows you to move on to more important coins. Peace Roy

    At a minimum the coin is heavily damaged from being run over on pavement. If you can't at least recognize that then there is a problem. Beyond that, who knows, in this condition it is presumably worthless when if there was an error there. But, in any case, what error do you think it is? (You need to be able to explain how it happened at the mint.).
