It looks more like a piece of jewelry ,,, and a cheap one at that.
The word "Trifari" came to mind when I first saw this - a form of inexpensive jewelry that looks good when manufactured, but is made of low-end materials that often do not withstand the test of time and usage. The hole also suggests jewelry usage. Trifari is a term that covers a wide range of jewelry, not just jewelry flats.
The design seems almost too far gone for identification, but there are lots of smart people here who are not easily stumped.
