COA to LOA

If i have an autographed ball with a PSA/DNA sticker and cert but wish to get a LOA how do i go about this? Is it just a $10 upgrade or does it have to be resubmitted? Any help is appreciated.

Thanks for the response Jeff. Does it have to be the original submitter or can i submit for the upgrade if i didn't get the COA?

He is referring to the little red numerical card and the full page letter.
