It could just be that the original submitter requested it.
I personally have requested the plastic sheets on certain cards, even if they were normal sized. I've done this on cards that are condition sensitive just to have that extra layer of protection.
I wish all psa slabs had the sleeve. I think it really helps protect the card. I have so many that just rattle around in the holder. I know that if the slab was dropped it would damage the card. I have actually bought a few expensive cards in BGS slabs because they are better secured in my opinion. I didn't know you could request the Baggie with psa.
Thanks all for the replies. To me, it just doesn't pop as nicely as my other '71s. If I ever get another submission together ,I'm considering having it reholdered without the baggie.

Correct, it will. I tested it years ago with a PSA, Aikman pinnacle foil card that was already moving around inside the slab. I chose a foil card because it would be easier to spot the damage. I dropped it from the height of my kitchen counter onto the tile floor. The card was damaged after each drop.
This makes me wonder why they don't double box their boxes with slabbed cards (and especially slabbed wax packs) with some kind of padding when shipping subs back. Those small boxes are a tight fix for slabs and any force applied to that box, such as being thrown around in the back of a delivery truck, is going to transferred to those slabs!
