1972 Mexico Proof Gold Commem???

I have a coin that has me perplexed... this appears to be a gold 1972 Mexico Commem but it is not the right size. Everything I find online suggest this should be the same size as a 50 Peso Gold coin weighing about 1.2 ounces. But this is smaller, silver dollar size and weighs about 25 grams. Though at first I thought this was a gold plated silver coin, testing the metal suggests gold (acid test scratch turns white at 18K) and it is a proof issue. I can't find anything about a silver issue or a smaller size gold issue. Any help appreciated.

There is a silver issue and this is it. And it's a medal, not a commemorative coin.
