This is 100% legit and very easy to do. I've collected over $350 in rewards in the last six months.
Step 1: sign up for bing rewards

You earn points by doing searches through bing on your computer and/or your phone. The easiest way to do searches on your computer is to go to msn.com. On the right side of the page under popular searches there is a list of top movers. Click on these or open up new tabs with them and that counts as a search. Each of these popular searches have additional popular searches that you can open up. It takes only a minute or two to reach the daily limit.
Step 2: Once you reach gold status, which I believe takes 6-8 weeks, you can earn enough points to gain a reward every 12 days. Bing rewards does not offer paypal as a reward, but it does offer a reward of 500 swagbucks. Swagbucks is another site that offers rewards. The 500 swagbucks is worth the equivalent of $5 in rewards. Once you reach 2500 points you can cash out $25 in paypal (other gift cards on the site require as little as 500 points). You can also do other activities on swagbucks website to gain more points but you don't need to.
