Screwed by USPS?

I normally dont read many of the ebay threads but Im sure this has probably been asked before...
Case opened against me. Item sold Feb 26. Mailed the next day with tracking. Tracking shows it made it to the destination CITY but it does not show as delivered to the buyer. I assume I will be on the hook for a refund?

I have a priority box stuck in Des Moines since Feb 19th.
Never had this happened. Printed shipping through paypal.
How do you go about getting insurance claim?
Thanks
I think you can fill out a form right on usps.com. I did it before about 3-4 years ago. Took a while to get a refund because it was a pretty pricey item but I did get it.

If you go directly to the usps site, there is a claims process for on line shipping including ebay packages. I believe you can upload all info up to the site.

USPS shows their true garbage once they lose a package. They lost a $250 order that never got to my buyer. The lack of follow through and customer service was almost comical. No one cared and no one wanted to deal with it. They made me feel like a pain in their arse because I was creating more work for them. As a result, no one called me back and the order was lost.

Have to call and get a form to fill out then mail in.
<< <i>The USPS is kind of like ebay in that there really isnt much competition out there. For larger packages and more valuable items, UPS is the way, but for small single item/bubble mailers, there is no other way and whats worse is they KNOW it. Thats why they have been gouging the bubble mailer costs for the past 5 years, going up almost 300%. Buying insurance is a ridiculous thing in the first place.....do you pay insurance at a restaurant to insure that they cook your steak right? USPS is being paid to do a job, when they do it wrong, it should be THEIR responsibility to replace the item and the shipping costs. Yes, I know that if they did this it would cost more since they would lose more money than they do now, but thats the point isnt it? They know they cant efficiently do the job correctly that much of the time, so they HAVE to charge YOU for the insurance >>
UPS is much worse than USPS paying out for insurance claims.

<< <i>USPS SUCKS! My apologies to anyone that works for the USPS. You don't suck of course, but in general THEY do. I now ship as much as possible through UPS and request the same from sellers.

Currently dealing with that myself. The first package in over 10 years. I guess that is a pretty good track record. However, it sucks for me to think that a USPS employee stole one of my packages that was destined for a collector.
Another I sent to California address, still in limbo somewhere in Illinois for three weeks.
The last is a package I'm waiting for from Boston. Two weeks no updates to tracking since accepted for delivery.
Haven't had any problems before in over 10 years on eBay.

I have had many packages arrive when the tracking website indicated they were 1000 miles away a day or two before and then just skipped to "delivered". Skipped was the usually "processed through....", "arrived at post office", "out for delivery", etc. This indicates to me that packages are not always scanned for the tracking number along the way. I have also had packages with the front torn or damaged where the tracking bar code is located preventing it from registering tracking information. Fortunately for me, in the many thousands of packages sent and received, I have had only one card arrive damaged and have had no cards never arrive at their destination. So I feel as a whole USPS does a pretty good job.
Do check with the USPS claims department as they can verify for sure if the package did or did not arrive at its delivery destination.
Package gets delivered 3 months later. Must have been lost in a truck or something. Case was closed by that time.
I had no recourse. Buyer doesn't "remember" receiving a package. He kept the card. :-(
