At first I saw "1951" and thought why would anyone counterfeit and use that date. DOH, turn it upside down to see the date. As Artie Johnson use to say, verrrry interesting.
Weiss is partially correct. It's from the Dutch province of Gelderland, which was in Spanish hands at the time. Brabant did strike similar coins but they have a different legend and a hand is the mintmastermark.
