It is not an error, just a die chip (a big die crack). You can see a die crack coming off the chip in the I. Still a very cool coin! In case you are wondering, this type of die defect doesn't carry a premium when buying or selling a coin.
"Error" only in the sense that it's not what the designer intended (i.e., not part of the design). Just a vocabulary thing. If the person who told you it was an "error" was not fluent in English than perhaps something was lost in translation?
Yup, that’s a die crack. The coin has a mintage of 682,000. The obverse of the coin is quite heavily worn which dents its value in case you are considering to sell it.
