A cool and very scarce slab, most likely from 1989-1992. I understand INS (International Numismatic Society Authentication Bureau) out of Washington, D.C. originally began with non-U.S. coins. Originally they used a certificate only. Sometime in 1989 they started using slabs and somewhere along the line began accpting U.S. coins also. I believe they were out of the slabbing business by 1992. $100 for this piece shipped.
